Strategic Plan on Racial and Social Profiling

The Service de police de la Ville de Montréal has released a Plan stratégique en matière de profilage racial et social, one more step in a long series of actions taken in recent years to prevent, take action against and eliminate this phenomenon.

In 2003, the SPVM created a standing task force on racial profiling. The following year, it adoptedCanada’s very first policy to prevent and counteract illicit racial profiling.

Between 2008 and 2010, it implemented an action strategy on the development of intercultural competencies (Stratégie d’action sur le développement des compétences interculturelles), followed in 2011 by an extensive internal and external consultation to assess and establish new guidelines for 2012-2014.

The findings of this plan and the consultations, both internal and external, helped us identify three new challenges for the SPVM in terms of racial and social profiling:

1. Promote ethical and non-discriminatory behaviours.

2. Maintain the trust and respect of the community.

3. Take action against inappropriate behaviours.

The SPVM also participates in a number of external task forces. For example, it takes part in a national committee that brings together different police services from across the country to examine the issue of diversity and the application of the law, as well as a provincial committee coordinated by the Québec public security ministry.

Finally, the SPVM has produced information videos for police staff and citizens, to both raise awareness among police officers about the reality of the various ethno-cultural communities in Montréal and explain police work to the public. The production of this training material was an integral component of the action plan on intercultural competencies (Plan d’action sur les compétences interculturelles) launched in Spring 2007.
