Pedestrian safety campaign

April 14, 2008 - This campaign is led locally by the officers at the different postes de quartier, working with the traffic and motorcycle officers from the Division de la sécurité routière et de la circulation, the officers from the new Section métro de Montréal and the parking agents.

In addition to holding awareness activities, the SPVM officers will increase the number of police checks both on pedestrians who break the rules and drivers who violate traffic regulations related to pedestrians.

In 2007, Montréal improved our pedestrian safety record:

  • There was a significant reduction in serious injuries (129 in 2007 compared to 183 in 2006)
  • But there were 24 pedestrian deaths, only three fewer than the year before.
  • This number represents 63% of all people who were killed on our roads.

An in-depth study has shown that half of the pedestrians who were the victims of these accidents were not following the Highway Safety Code, so the SPVM is encouraging Montrealers to pay special attention to the main rules in the Code:

As a pedestrian

  • Cross at the intersection or a nearby pedestrian crosswalk.
  • Avoid crossing between intersections. When this is the only possible choice, yield to cars and make sure you will be able to make it all the way across safely.
  • Obey the pedestrian signals at intersections at all times, and if there are no pedestrian signals, obey the traffic lights.
  • Before you enter a crosswalk that is not located at an intersection controlled by traffic lights, make sure you will be able to make it all the way across safely.

Failing to obey these rules could result in a fine of $15 to $30 plus fees.

As a driver

  • At red lights, stop your vehicle before the pedestrian crosswalk, the stop-line or the near side of the intersecting roadway.
  • At yellow lights, stop your vehicle before the pedestrian crosswalk, the stop-line or the near side of the intersecting roadway.
  • Stop your vehicle to allow a pedestrian who has entered a crosswalk to cross the road.

Failing to obey these rules could result in a fine of $100 to $200 plus fees and a loss of up to three demerit points.

Initiatives in the PDQs

PDQs 10 and 27 have also launched a year-round pedestrian safety campaign especially for people in Ahuntsic-Cartierville.

The campaign spokesperson is a well-known figure in the community, Sister Annette Bellavance, who was director and then ambassador of the Collège Regina Assumpta from 1971 to the present.

Despite a positive road safety record for the Ahuntsic-Cartierville borough, with the total number of accidents down, statistics show that six of the nine pedestrians killed in accidents in the last three years accidents were over 60 years old, and three of them were over 80.

The main goal of the campaign is to reduce fatal accidents among pedestrians. To do so, several communications tools will be used: safety advice posters and information cards, billboards, the PDQ websites, visits to seniors' centres, partnerships with golden age clubs, information booths, warnings and tickets.
