So that all the members of the student and faculty community, administrators and members of educational institutions, parents and citizens know how Law 12 (Bill 78)* will be applied within the context of the new school year, the Service de police de la Ville de Montréal is publishing the following guidelines:
1. The SPVM will apply Law 12 with discernment and professionalism, adapting its interventions to each situation;
2. No police intervention in relation to Law 12 will be made without the request of the executives of the educational institutions:
3. However, if a police officer witnesses criminal acts, he or she may intervene at any time according to the Criminal Code. The offenders will then be subject to criminal prosecution.
The SPVM wishes to reiterate that it respects the fundamental right of citizens to demonstrate, but that this right, in a free and democratic society, must be exercised according to the laws, regulations and by-laws in force.
The SPVM’s primary mission is to maintain public peace and order in the territory of the Island of Montréal. It thus has the role to ensure the safety of all citizens, including students, staff of educational institutions and demonstrators, in addition to protecting property.
*An Act to enable students to receive instruction from the postsecondary institutions they attend.
