The Master Plan on relations with the public (French acronym-RAC) arises from a vast consultation process held with the Police and civil personnel of the SPVM and its partners.  

It highlights the strategic orientation of the performance of service to the public and favours an organisational culture that associates all involved in the development of our RAC initiatives.

The goal is simple: to find methods to maintain good relationships between Police Officers and the public on a daily basis, whether with retail owners, senior citizens, students or workers, tenants or owners.

On the one hand, the SPVM thinks that citizens have some responsibilities for harmonious cohabitation and respect for the rights of the others, and it should not be forgotten that security also works by the compliance to the rules of good citizenship and being good neighbours. 

As an addition to this chapter, the Master Plan expands on the statements of principle by proposing methods that allow better understanding of Police work by the public. In addition, it is clear how SPVM Police Officers have a role to play in this.

Our approach recommends training and information activities specifically addressing Police Officers, to help them familiarize with the life of the district when they arrive in a new Poste de quartier.

We should remember that Montreal accommodates approximately 45 000 new citizens each year, coming from every corner of the planet.

As such, we have produced about fifteen video capsules intended for Police Officers to inform them about various ethno-cultural communities living in Montreal.

We believe that it is an effective way of helping them to become familiar with these new cultures and create favourable conditions for cordial and respectful relationships between all.

Finally, we present our Declaration of services to the public today, a document that establishes what the community can expect from our employees. This Declaration will be clearly posted in all SPVM buildings. 

This is our commitment to offer a high quality of service to every citizen, and our contribution to maintaining the high quality of life in Montreal.
