StrategicOrientation111ThefrststrategicorientationotheSPVManchoringtheServiceinITScommunityisbasedontheorganizationswillingnesstoostergreaterproximitybetweenitspoliceofcersandcitizens.TheServiceaimstopromoteabetterunderstandingotheconcernsanddynamicsoeachneighbourhoodandtoadaptinterventionsandactivitiesbasedonthevarioussaetyneeds.TheSPVMwillthusbeapoliceservicethatisintegratedinitscommunityinordertoserveitbetter.ParticipationofSPVMpoliceofcersinthelifeofeachlocalcommunityandpolicepresenceinthecitystreetsaretwomaincomponentsofitscommitmenttoproperlyservethepopulation.AtanyhourofthedayornightintheparksandoncitystreetsatpublicactivitiesandfestivalsSPVMpoliceofcersensurethesafetyofcitizensandworkinpartnershiptoresolveproblemsspecictolargeurbancentres.OrganizationaltransformationForthreeyearsnowtheSPVMhasbeencommittedtoaprocessaimingtoimproveitsservicestocitizensinordertorespondtoMontralscurrentandfuturechanges.ThisprocessisbasedonthecommitmentofeachmemberoftheSPVMstafftodemonstrateopennesstowardnewwaysofworkingandservingthecommunity.In2013police-citizenrelationswerethereforeatthecentreoftheorganizationaltransformationprocesswhichledtoimplementingastructureforexchangeandstrengtheningrelationshipswithcitizenscalledacitizen-focusedapproach.Citizen-focusedapproachTheobjectiveofthecitizen-focusedapproachistomaketheSPVMamoreagileandhigh-performingorganizationwheretheexpertiseandpeopleskillsofitsemployeesareattheforefrontofitsstrategies.In2013fromthecitizen-focusedapproachcametheideatostandardizethewayactionplansforthevariousneighbourhoodpolicestationsweredesigned.Fourcomponentswereidentied1.knowledge2.needsidenticationandenvironmentmonitoring3.commitmentstrategy4.corporateenvironment.Thereforeoverthepastyearthoseinchargeofneighbourhoodpolicestationsalongwiththeirlocalmanagementteammetwithpartnersstakeholdersandcitizenstondouttheirexpectationsandconcernsandtoworkwiththemtoidentifytheirneeds.ItisoutofthesemeetingsthattherstSPVMlocalactionplansinITScommunitywereestablished.Fromnowonactionplanswillbepresentedtoeachcommunitywhentheyaredevelopedaswellasatthelocalannualreview. 122013wasthereforemarkedbythestartofacitizen-focusedapproachwithintheSPVM.AnapproachthatnotonlysymbolizestheSPVMsdesiretostrengthencommunityrelationshipsbutalsoitsdesiretobetterunderstandlocaldynamicsbycreatingaspacewherecitizensandpoliceofcerscandiscusstheissuesthataffectneighbourhoodlife.StrengtheningcommunityrelationshipPoliceofcerscommitmentinthecommunityisthecornerstoneforstrengtheningthepolice-citizenrelationshipandin2013thistookonavarietyofforms.BelowaresomeexamplesHrosoupasAGISaprojectfromLaLanceschoolwiththeobjectivetopreventandghtbullyingandviolenceatschool.Aconceptthatcouldbeexpandedtootherschoolsonourterritory.Espaceuniqueprojectwhichaimstobuildabetterunderstandingofthevariousfacetsofpoliceworkandtopromoteastrengthenedrelationshipbetweenpoliceandyouth.Collaborationprotocoltopreventanddetectviolenceinschoolsetting.AprotocolhasbeensetupincooperationwiththeVanguardSchoolanditspartnersCentrejeunessedeMontralandBatshawYouthandFamilyCentres.Aswellinthespiritofrespectforothersself-esteemandcondencepoliceofcersorganizedvarioussportactivitieswithyoungpeoplethroughouttheCityofMontral.AlsotostrengthentherelationshipoftrustwithnewcomersSPVMpoliceofcerstookontheinitiativeofregularlyvisitingthesegroupstodiscussanumberoftopicsregardingthemandateofQubecpoliceofcersandpublicsafety.ThroughtheircommitmenttoculturalsocialandsportingactivitiestheSPVMpoliceofcersmultipliedthenumberofopportunitiestoshareandinteractwithyoungpeopleinamannerthatstrengthenedtherelationshipoftrustwiththelocalcommunityandresultedinabetterunderstandingoftheirrespectiverealities.InterveningamongindividualswithmentalhealthissuesincrisisorhomelessSPVMpatrolofcersareaskedtointervene140timeseverydaywithindividualsstrugglingwithmentalhealthproblemsorwhoarehomeless.TobetterrespondtothemanyaspectsofmentalhealthandhomelessnessproblemsanumberofinitiativeswereundertakenbytheSPVMoverthepastyearIn2013weimplementedthefollowingTrainingofpoliceofcersforsimulatedcallswithvulnerableindividualsCreationofapatrolofcersteamcalledRICRponseeninterventiondecriseThesearepoliceofcerstrainedtorespondtoemergencycallsanddefusesituationsduringinterventionsinvolvingindividualsinseriousoracutecrisis.CreatingthesepatrolofcersteamswasinspiredbytheCrisisInterventionTeamCITapoliceinterventionmodeldevelopedin1988inMemphisTennessee.ThismodeliscommonlyreferredtoastheMemphisModel.SeveralhundredpolicedepartmentsintheUnitedStatesandCanadahavesubsequentlyadoptedthismodeloroneofitsvariantstoimprovetheirinterventionswithindividualsincrisiswhohavementalhealthissues. 13RICpatrolofcersdeploymentwasplannedinthreephases.Therstphasewhichbeganin2013involvedtrainingonepoliceofcerfromeachneighbourhoodpolicestationaswellasmetroandairportunits.Thesecondphasewillstartinearly2014withtheobjectiveoftrainingonepatrolofcerforeachworkteamfromthesixunitsthatwereidentiedaspriorities.Thethirdphasewillbegininthespringof2014andwillcontinueuntilfall.Itwillallowtrainingtobecompletedforonepoliceofcerperworkteamforallpatrolunits.quipedesoutienauxurgencespsychosocialesSUPSUPmadeupofSPVMpoliceofcersandsocialworkersfromtheCentredesantetdeservicessociauxCSSSJeanne-Mancepatrolsandintervenesdirectlywithindividualsincrisissituationsorsufferingfrommentalhealthissues.Thisteamsmissionistofostermultidisciplinarycooperationandsupportpoliceworkinordertohelpthesepeopleaccesstheappropriateservicesintermsofjusticehealthcareorcommunitysupport.InfactSUPallowsforabetterassessmentofsituationsencounteredduringpoliceinterventionsoncetheareaissecuredandtoadapttheresponsesothattheseindividualsreceivetheappropriatesupportrequiredfortheirsituation.In2013SUPcarriedout1288interventions.12involvedpeoplewithnoxedaddressorwhowereatriskofbecominghomeless.Menaccountedfor56oftheseindividualswomen44andtheaveragecombinedagewas46.Aninterestingfacttopointoutisthatin201365ofcaseswhereSUPinterveneditwasabletotakeoverfromthepoliceofcerswhohadinitiallyrespondedtothecallallowingthemtogobackonpatrol.Thesignicanceofthisteamsworkismeasuredbyits2086formalandindividualizedreferralssinceitscreationin2012allowingindividualstoobtainaserviceadaptedtotheirownsituation.TherearemultipleplaceswherepeoplearereferredCSSShealthandsocialservicescentrescrisiscentrescommunityorganizationsetc.OftenpeoplearereferredtospecicprogramsthatcanhelpthemintheirprocesssuchastheProgrammeaccompagnementjustice-santmentalePAJ-SMofferedatthemunicipalcourt.QuiteoftenfriendsandfamilyaretheoneswhotakecareoftheseindividualsafterreceivingexplanationsfromSUPregardingstepsthatcanbetakenparticularlyinobtainingarequestforpsychiatricevaluation.quipemobilederfrenceetdinterventionenitinranceEMRIIIn2013thisteamcontinueditsworkpromotingthecomplementarynatureofSPVMinterventionswithotherpartnerswhotakeactionwithpeopleinhomelesssituationsinhealthandsocialservicesandcommunityandlegalnetworks.MRIIcontinuedtomakeitsmarkandreceivedrecognitionfromstakeholdersintheeld.Developmentandcommunicationofachecklistonthecontinuumofinterventionswithindividualsdisplayinginappropriatebehaviours.Thewaysthatpoliceofcersintervenewhendealingwithdisruptivebehavioursareincreasinglystandardized.DirectsupporttopoliceofcersbymembersofdedicatedteamsincludingthosefromEMRIIandSUPaswellasbymanagementisalsoavailable.Deploymentofpreventivepatrolsduringextremecoldperiods. EnsurepblicsafetyStrategicOrientation2MontralspoliceofcerscovertheentireIslandareatoensurethepopulationssaety.Theyarepresentatalltimesandrespondtonearly405000callsayearrom9-1-1whichrepresentsapproximately1110callsonadailybasis. 15StrategicOrientation2PolicevisibilityisoneothemainunctionsotheSPVMincarryingoutitsmission.InneighbourhoodsinMontralsundergroundinthesubwayorattheairporttheSPVMpoliceareever-presentandreadytocomplywithcitizensneedsandconcerns.TheSPVMssecondstrategicorientationistoensurepublicsaety.Tothisenditisocusingitsactivitiesonourkeyoperationalprioritiespreventingandfghtingcrimemaintainingasenseosecurityroadsaetyandharmoniouslysharingurbanspaces.RoadsafetyImproveneighbourhoodqualityoflifesavelivesandpromotebettersharingofMontralroadnetworkamongdriverspedestriansandcycliststhiseffectivelysumsupwhatmotivatedtheSPVMpoliceofcersthroughouttheyear.Moreoverin2013therewasanoteworthyimprovementinroadsafety.Infacttherewasan18.2reductioninfatalcollisionsaswellasa20reductioninthenumberofvictimswhodied.SincepedestriansandcyclistsarefarmorevulnerableduringcollisionstheSPVMcontinuedtomaketheirsafetyapriority.ForthisreasonpoliceofcersintensiedtheireffortsfromApriltoNovembertoimprovethesafetyoftheseactivetransportationusers.2013100safetycampaignswereintendedforpedestrianscyclistsanddriversalike.Theyfocusedonbehavioursthattheyneedtochangefortheirsafetyandtorespectotherusersoftheroad.Thesepreventionactivitiesseemtohaveresonatedwiththepopulationsincedatashowsthat12pedestriansdiedin2013whichissixlessthanthepreviousyear.Itshouldalsobenotedthattherewasadropcloseto12inthenumberofpedestriansseriouslyinjuredwhichwas98comparedto111in2012.Regardingpreventionwepaidspecialattentiontothesafetyofpeopleaged65andoversincetherewere12fatalcollisionsin2013eightofwhichinvolvedcitizensinthisagegroup.ThereforebetweenSeptember30thandNovember24th2013weimplementedaseriesofinterventionstoreducethenumberofpedestrianvictimsinthisagegroup.Onemorecyclistdeathwasrecordedin2013.Unfortunatelyahighernumberofcyclistswereseriouslyinjuredforatotalof45in2013against27in2012.In2014theSPVMwillthereforerenewitseffortstowardcyclistsinordertolowerthosegures. 16PolicevisibilityandmanagementofpubliceventsPolicevisibilityisoneofthemainfunctionsoftheSPVMincarryingoutitsmission.DaynightandeveningpatrolsinneighbourhoodsatbarexitsinMontralsundergroundinthesubwayandattheairportMontralspoliceofcerscovertheentireIslandareatoensurethepopulationssafety.Theyarepresentatalltimesandrespondtonearly405000callsayearfrom9-1-1whichrepresentsapproximately1110callsonadailybasis.MontralspoliceofficerscovertheentireIslandareatoensurethepopulationssafety.Theyarepresentatalltimesandrespondtonearly405000callsayearfrom9-1-1whichrepresentsapproximately1110callsonadailybasis.ThemetropolisisalsoapreferredlocationforfestivalstheFestivalInternationaldeJazzdeMontralinternationalcalibreeventsFrancofoliesreworksMontralenlumireorFtedesneiges.Eachoftheseeventsrequirespoliceofcerspresencetoensuresmoothrunningoftheeventandthesafetyofsome8.3milliontouristswhovisitMontraleveryyear.In2013therewerenolessthan1054crowdcontrolteamsorganizedbytheSPVM.TocarryoutcrowdcontrolanddemonstrateagilityinmanagingthisservicetheSPVMusespatrolofcersfromneighbourhoodstationsbutalsovariousspecializedunitssuchastheCavalryunitthecanineunitandresponseteams.Thisenablescitizenstocelebrateordemonstrateincompletesafetywithintherespectoftheirrightsandfreedoms.WithdiversiedexpertisepresentontheterraintheSPVMtherebyensuresithasabettercapacityofinterventiontoreducecriminalactsandviolentcrimesfrombeingcommitted.FightingcrimePreventionandenforcementgohandinhandintheghtagainstvariousformsofcriminalactivities.TheSPVMpaysparticularattentiontocrimesofviolencenarcoticstrafckingfraudsandvarioustypesofcybercrimeaswellasprostitutionandhumantrafckingforsexualexploitationpurposes.ConsequentlyitismultiplyingitseffortsandpartnershipsinthisrespecttobuildawarenessprotectandassistvictimsaswellastobringindividualswhocommitcriminalactsandjeopardizeMontralscitizensfeelingofsafetytojustice.OrganizedcrimeMontralsorganizedcrimesituationiseverchanging.Anumberofelementscomeintoplayinrespecttothestabilityofthecriminalworld.ForthisreasonasaruletheSPVMmonitorsthesituationverycloselyandusesvariousunitsintheghtagainstorganizedcrime.TheSPVMobviouslyreliesonitsOrganizedCrimeDivisionRegionalMultidisciplinaryInvestigationandYouthCoordinationSectionsandalsoonitsInformationDivisiontobetterevaluatethethreatsandbuildabetterpictureofthecriminalelementsatwork. 17ECLIPSEquipecorporativedeluttedinterventionetdeprventionfaceauxsituationsmergentesisalsoakeyplayerintheghtagainstallformsoforganizedcriminalactivities.Thespecicknowledgethatpoliceofcersfromthissquadhaveacquiredmakethemavitalresourceforrelevantinformationininvestigationsandinoperations.InadditioncomesthegovernancethattheSPVMprovidesfortheEscouadergionalemixte-MontralERM-MontralthecoordinationandimplementationwithotherpoliceorganizationsthecooperativeeffortsofthevariousprovincialandnationalcommitteesandparticipationoftheEscouadergionalemixteERMforinvestigationsinvolvinghighlevelsoforganizedcrime.AsquadformunicipalintegrityInJanuary2013theEscouadedeprotectiondelintgritmunicipaleEPIMormunicipalintegrityprotectionsquadwascreated.ComprisedoftwentypoliceofcersandcivilianemployeesthisspecializedinvestigationteamsmandatewastoensuretheprotectionofmunicipalintegritywhenofcialactivitiesfortheCityofMontralarecarriedoutaswellasforthefteenreconstitutedmunicipalities.TothisendEPIMworkedjointlywiththeUnitpermanenteanticorruptionUPACorstandinganticorruptionunit.InDecemberEPIMjoinedtheranksofUPACinordertostrengtheninvestigationmethodsimprovecomplementaritiesoftheplayersandlastlyensurebetterinformationsharing.NarcoticsAnumberofnarcoticsinvestigationsareconductedeveryyearbythevariousregionalinvestigationunitsandbytheOrganizedCrimeDivision2013wasnoexception.HerearesomeexamplesofnarcoticsrelatedinvestigationsInMay2013anunprecedentedseizureofdrugsandproductsusedformakingdesignerdrugsoccurred.Duringthisoperationsevensearchestookplaceoneofthemledtothedismantlingofadrugpackaginglaboratory.Chemicalproducts40timesmorepotentthanheroineusedtomakedesignerdrugswerefoundonthepremises.Thedangerousnatureoftheproductswassuchthatfourpoliceofcersassignedtotheoperationexperienceddiscomfortwhenhandlingthesesubstances.PresenceofdesignerdrugsonthemarketisattheheartofthemissionoftheComitprovincialdelutteauxdroguesdesynthseprovincialcommitteeagainstdesignerdrugswhichtheSPVMispartofalongwithotherkeypoliceorganizations.Inanotheroperationamajororganizedcrimedistributionnetworkwasdismantled.Thefoursearchescarriedoutallowedfortheseizureofamongothersonehundredkilosofcocaineand15kilosofcrystallizedmethamphetaminecommonlycalledcrystalmetharecordamountintheMontralarea.Otheroperationstargetingwell-organizeddistributionandnarcoticssalesnetworksaswellasmanufacturingandsellingofdesignerdrugsalsotookplaceduring2013.Firearmsvariousnarcoticscashequipmentforcountingmoneyorevenformanufacturingtabletsarepartofthematerialseizedduringtheseoperations. 18CrimesagainstpropertyFraudTheSPVMcontinueditseffortsintheghtagainstfraud.TocounterthistypeofcriminalactivitytheSPVMconductedanumberofinvestigationsparticularlyoncreditanddebitcardskimming.InApril2013theSPVMjointlywithitspartnersfromtheSretduQubecandtheLavalPoliceDepartmentuncoveredaninternationallevelfraudscheme.Thescamconsistedofstealingthecreditcardfromacustomerofanancialinstitutionfalsifyingitandusingit.Nearly40-milliondollarswasfraudulentlyobtainedthisway.Twenty-twolocationswereinvolvedinsearchesforthisinvestigationandtwenty-twoindividualswerearrested.OverallthroughouttheyeartheSPVMtookpartinthedismantlingofnolessthantenmajorlaboratorieswhichamongotheractivitiesinvolvedtheproductionoffalsecreditandidentitycardscounterfeitmoneyandcloningdevices.Overthirtysearchesandtwentyarrestswerecarriedoutaspartofthesemajorprojectsagainstalltypesoffraud.Apartfromtheinvestigationstocounterfraudpreventionalsoremainedanimportantactivitytobuildpopulationawarenessoffraudrisksandmeasurestobetakeninordertoavoidexperiencingitsunfortunateconsequences.SeniorcitizensareeasytargetsforfraudsterswhichiswhytheSPVMcontinuedtoholdmanyconferenceswithseniorsoveritsentireterritory.CrimesagainstpersonsGiventhatcrimesofviolencearecentraltotheSPVMsprioritiesamultidisciplinaryinvestigationteamwasputinplaceinearly2013toproceedwiththearrestoffourindividualswhoweredirectlyinvolvedinorganizedcrimerelatedmurdersintheMontralarea.CybercrimeInatimewhenInternetsocialnetworksandaccessibilitytoincreasinglyperformingelectronicandsmartdevicesareavailabletoeveryonecybercrimeisalsoontherisewithanincreaseincyber-pedophilacyberbullyingharassmentsuicideinducementthreatsetc.ThefeelingofanonymityvulnerabilityofpotentialvictimsandthelargesphereofactivitypromotecriminaldeedsontheInternetbyunsavouryindividuals.TheSPVMthereforemultiplieditspreventionmethodstobuildyoungpeopleawarenessparticularlythroughsocio-communitypoliceofcersyouthpreventionschoolconferencesandworkshops.ProstitutionandhumantrafckingorsexualexploitationTheSPVMisconvincedthatthroughmutualsharingofinformationknowledgeandexpertiseitcantogetherwithitspartnerstacklemajorissuessuchasprostitutionandhumantrafckingforsexualexploitationinMontral.Thisphenomenonisaglobalrealityandallcountriesaretryingtondsolutionstothechallengesitpresents.Forthisreasonin2013theSPVMworkedjointlywithanumberofpartnerstodevelopitsrst2014-2016three-yearcomprehensiveactionplantocounterthisphenomenon.Todothistherewasintensieddialoguewithallpartnersinvolvedconsultationstookplacetoproperlyidentifytheproblemitsissuesandchallengesandresearchwasdonetoputforwardthebestpracticesinthismatter. 19TheSPVMisconvincedthatthroughmutualsharingofinformationknowledgeandexpertiseitcantogetherwithitspartnerstacklemajorissuessuchasprostitutionandhumantraffickingforsexualexploitationinMontral.ItshouldbenotedthatforthepasttenyearstheSPVMhassetupateamdedicatedtotheghtagainstsexualexploitationofchildrenforprotwhichisalsosupportedbyfourregionalmultidisciplinaryinvestigationandyouthcoordinationsections.AswellinFebruary2013theSPVMtookpartinanInternetsafetydayincollaborationwiththeCanadianCentreforChildProtection.TheobjectiveofthiseventwastoinformparentsandteachingstaffaboutexistingeducationalandinterventionresourcestoprotectchildrenandteenagersfromsexualexploitationonInternet.Domesticandintra-familyviolenceTheproblemofdomesticandintra-familyviolenceinMontralisaconcernfortheareasinceitgeneratedover15000callsin2013whichrepresents33ofthecrimescommittedagainstpersons.TheextentofthisrealityissuchthatforthepastfteenyearstheSPVMhascontinuedmakingitanorganizationalpriority.2013alsomarkedtherstpartofits2013-2017ve-yearplanUniscontrelaviolenceconjugaleetintrafamilialeunitedagainstdomesticandintra-familyviolence.InthisrespecttheSPVMhasundertakeneffortsinpreventionpoliceofcertrainingandhandlingofcomplaintsrelationshipswithorganizationsthatprovideassistancetovictimsandaggressorsaswellasrelationshipswithpartnersfromvarioussectors.Overthepastyearsanumberofactionshavebeentakentoreinforcerigourrelatedtocomplaintsprocedureandtoolsweredevelopedtobetterassesstheriskofspousalhomicide.TheSPVMiscontinuingwithitseffortsinthisrespect.TheSPVMissensitivetothedifferentrealitiesthatvictimsmayexperience.Tothatenditorganizedvariousconferencesforitspoliceofcerstoallowthemtogainabetterunderstandingofdifferentdomesticcontexts.TheSPVMalsocontinuedtointensifypreventionprojectsinschoolenvironmentsandinfrancizationbydirectlybringingtogetheryoungpeopletoinformthemofthesevariousformsofviolence.ThetheatreplayLalarmedusilencewhichhasbeenrunningforafewyearsnowcontinuestoarouseinterestandtobeindemandbysecondaryschoolsCGEPsandwomencentres.InclosingkeepinmindthesuccessofthePremireligneprojectimplementedjointlywiththePro-gaminc.organizationapartnerorganizationthatworkswithmenwhousedviolencewithintheirspousalorfamilyrelationships.Theserviceprovidesindividualswhohavebeenarrestedanddetainedfordomesticviolenceinfractionswiththepossibilityofobtainingapsychosocialsupportserviceduringtheirtemporarydetentiontodefusethecrisispreventrecurrenceandmaketheindividualawareoftheconsequencesofhisactions.
